What was shaping up to be another down day in markets has reversed in Tuesday afternoon U.S. trading after Ukraine agreed to a Trump administration proposal for a 30-day ceasefire in its war with Russia.

After a morning session that saw markets slip further into negative territory, the mood has brightened considerably in the afternoon.

A key development was an agreement by Ukraine to a Trump administration proposal for a 30-day ceasefire in its war with Russia.

Russia has yet to weigh in, but the agreement will hinge on that country's acceptance, according to a joint statement of Ukraine and the U.S. after a meeting of their delegations in Saudi Arabia.

“We are hopeful that Russia will accept this proposal so that the two sides can come together at the earliest possible convenience,” the statement continued, adding that both sides agreed to keep their delegations in close contact over the next 30 days.

As part of the agreement, the U.S. will immediately lift a pause on intelligence sharing and military assistance to Ukraine, the statement continued.

Earlier this week, Trump announced he was freezing a $350 million military aid package to Ukraine, and also put on hold an administration plan to provide an additional $1 billion in loan guarantees to the country. The move came after Trump said he was disappointed with the lack of progress in the talks between Ukraine and Russia.

The administration also announced a halt to the U.S. military cooperation with Ukraine, which includes intelligence sharing and joint military exercises.

The U.S. has already provided more than $6 billion in military and economic assistance to Ukraine since Russia’s annexation of Crimea in 2014.

Trump’s decision to pull back on aid and cooperation came as a surprise to many, and it drew criticism from some members of Congress.

However, some experts said the move was part of Trump’s broader strategy to put pressure on Russia to negotiate an end to the war.

The war broke out in April 2014, when Russia began providing military and economic support to separatists in eastern Ukraine.
