SC 변호사 협회장 Kapil Sibal은 "인도의 판사 인구 비율은 매우 낮습니다"라고 말합니다.

뉴델리, 8월 31일: 금요일 대법원 변호사 협회 회장인 Kapil Sibal은 국내 판사 수에 대해 우려를 표명했습니다.

Supreme Court Bar Association President Kapil Sibal on Friday expressed concern over the low number of judges in the country, stating that the judge population ratio in India is abysmally low.

카필 시발(Kapil Sibal) 대법원 변호사협회 회장은 금요일 인도의 판사 인구 비율이 엄청나게 낮다며 인도의 판사 수가 적은 것에 대한 우려를 표명했습니다.

Sibal made the remarks while addressing the inaugural event of the 2-day National Conference of District Judiciary, being held at Bharat Mandapam here. The event also saw Prime Minister Narendra Modi inaugurating the National Conference of District Judiciary. On the occasion, PM Modi unveiled the stamp and coin commemorating 75 years of the establishment of the Supreme Court of India.

Sibal은 여기 Bharat Mandapam에서 열리는 이틀간의 전국 지방 사법 회의의 첫 번째 행사에서 연설하면서 이렇게 말했습니다. 이 행사에서는 나렌드라 모디(Narendra Modi) 총리가 전국 지방 사법 회의(National Conference of District Judiciary)를 개회하는 모습도 보였습니다. 이날 모디 총리는 인도 대법원 설립 75주년을 기념하는 우표와 동전을 공개했다.

In his address, Sibal said, “…The judge population ratio is abysmally low in India. The roster at the level of district and sessions level is overburdened…”

그의 연설에서 Sibal은 이렇게 말했습니다. “…인도에서는 판사 인구 비율이 엄청나게 낮습니다. 지구 수준과 세션 수준의 명단에 과부하가 걸렸습니다…

Highlighting the need to empower trial courts, district and session courts to deliver justice, Kapil Sibal said, “…Our trial court, district and sessions court need to be empowered to deliver justice without fear or fervour…They are not subordinate as they deliver justice. the judiciary at that level should be instilled with the confidence that their judgments will not be held against them and that they represent the spinal cord of the justice delivery system…,”

Kapil Sibal은 정의를 구현하기 위해 1심 법원, 지방 및 회기 법원에 권한을 부여해야 할 필요성을 강조하면서 다음과 같이 말했습니다. “…우리의 1심 법원, 지방 및 회기 법원은 두려움이나 열정 없이 정의를 전달할 수 있는 권한을 부여받아야 합니다… . 그 수준의 사법부는 자신의 판단이 자신에게 불리하지 않을 것이며 사법 전달 시스템의 척수를 대표한다는 확신을 심어주어야 합니다…

“In my career, I have seldom seen bail granted at that level. This is not just my experience but even CJI has said this because higher courts are burdened. After all, bail at the lower court is an exception…Liberty is the foundational substratum of a thriving democracy and any attempt to throttle it impacts the quality of our democracy…,” Sibal added in his address.

“내 경력에서 이 정도 수준의 보석금이 인정되는 경우는 거의 본 적이 없습니다. 이건 나만의 경험이 아니고 CJI도 이렇게 말한 것은 상급법원의 부담이 크기 때문이다. 결국, 하급 법원의 보석금은 예외입니다… 자유는 번영하는 민주주의의 기본 토대이며 이를 제한하려는 모든 시도는 우리 민주주의의 질에 영향을 미칩니다…”라고 Sibal은 연설에서 덧붙였습니다.

The Supreme Court is organising a two-day national conference of the district Judiciary beginning August 31 and September 1. The two-day Conference, organised by the Supreme Court of India, will host five working sessions that will deliberate and discuss on the issues related to district judiciary such as infrastructure and human resources, inclusive courtrooms for all, judicial security and judicial wellness, case management and judicial training.

대법원은 8월 31일부터 9월 1일까지 이틀 동안 지방 사법부 전국 회의를 개최합니다. 인도 대법원이 주최하는 이틀 동안의 회의에서는 관련 문제를 심의하고 논의할 5개의 실무 세션이 개최됩니다. 인프라 및 인적 자원, 모두를 위한 포용적 법정, 사법 보안 및 사법 복지, 사건 관리 및 사법 교육과 같은 지방 사법부에 적용됩니다.

Union Minister Arjun Ram Meghwal, Chief Justice of India DY Chandrachud were also present at the event.

이날 행사에는 아르준 람 메그왈(Arjun Ram Meghwal) 연방 장관, DY 찬드라추드(DY Chandrachud) 인도 대법원장도 참석했다.
