In Argentina, the provincial legislature of Buenos Aires is considering a proposal to establish a clear regulatory framework for iris scanning initiatives, including Worldcoin's operations. The proposal, introduced by MP Carlos Puglelli, seeks to protect user data and impose strict penalties for non-compliance, including fines and withdrawal of permits.

"It is essential that our legislation adapt to the challenges posed by the digital age," Puglelli said. "This law aims to safeguard the privacy and security of consumers' data in an increasingly digital environment."

One major concern raised by critics is the issue of informed consent. Worldcoin's agreement with users has been criticized for not adequately explaining the implications of providing an iris scan and creating a "World ID" digital identity. The addition of a cryptocurrency payment for participating in the program further complicates the issue, as some argue it may coerce individuals into surrendering their biometric data for financial gain.

In Mexico, legislators are also seeking clarification on Worldcoin's data protection practices. After the company announced plans to expand its operations in Mexico City, Monterrey, and Guadalajara, Congressional representative María Eugenia Hernández requested a formal evaluation of the potential impacts of Worldcoin's iris biometrics project.

"Today, it is unclear what the company does with iris scans," said provincial deputy Romina Braga. "WorldCoin does not have legal status in Argentina and yet is acquiring biometric data where privacy is at stake."

Despite these concerns, Worldcoin has continued its global expansion, with plans to establish over 50 iris-scanning outlets in Argentina and nine additional locations in Mexico. The company claims to have over 10 million users worldwide, including half a million in Argentina, and is exploring partnerships with major tech players like OpenAI and PayPal.

In an effort to address the privacy concerns raised by governments and users, Worldcoin has recently held meetings with government officials in Malaysia and Portugal. In addition, the company has conducted a security audit that reportedly shows safe handling of biometric data and limited data collection.

As Worldcoin expands its reach, it remains to be seen whether it can allay the concerns of Latin American governments and regulators. The company faces the challenge of balancing its mission to provide a global digital identity with the need to protect the privacy and security of its users' biometric data.
