Japan's government has approved a plan to change the rules for stablecoins and crypto brokerages so that companies that deal in crypto will have an easier time doing business in the country.

The proposals, which were put together by the Financial Services Agency (FSA) and approved by the Cabinet, were sent to the National Diet for review on Monday.

Stablecoins in Japan must be fully backed by cash reserves. The proposed regulations would permit other types of collateral, such as short-term government bonds or time deposits, to be used for up to 50% of the backing. This will provide stablecoin issuers with more options while still ensuring that investors are protected.

Companies will need to maintain a 1:1 ratio of stablecoin supply to cash deposits in regulated banks. However, the proposals would allow issuers to use specific U.S. and Japanese government bonds with a remaining maturity of three months or less as an alternative.

Crypto brokerages are also set to receive some relief. Currently, they have to adhere to the same stringent regulations as cryptocurrency exchanges, making it more difficult for them to operate in Japan.

The new proposal will categorize crypto brokerages as "intermediary businesses," distinct from retailers, and they will have their own set of rules. Brokers will not need to obtain the same permits as crypto exchanges or wallet operators. Existing anti-money laundering policies will still apply but will be less demanding.

To qualify, brokerages must demonstrate that they do not handle client money directly. Preparations are underway for the launch of brokerage services by Mercari, SBI Securities, and Monex Securities.
