At the 144th Ethereum Core Developers Consensus Meeting (ACDC #144), on October 11, developers agreed to include EIP 7742 in the upcoming Pectra upgrade, according to Christine Kim, Vice President of Research at Galaxy. This new code change will allow the Beacon Chain to dynamically set the network's target and maximum blob gas limits, optimizing the network's scalability.

However, some developers raised concerns that adding EIP 7742, along with other potential code changes, could delay the activation of Pectra on the Ethereum mainnet. The meeting also discussed Pectra Devnet 3's progress and plans for the next testing phase with Devnet 4.

EIP 7742 Implementation: Developers have agreed to introduce EIP 7742 in the Pectra upgrade to allow the Beacon Chain to adjust blob gas targets and maximum limits dynamically. This is seen as a significant step in enhancing the network's scalability and performance.

Concerns Over Delay: While EIP 7742 provides crucial flexibility for future upgrades, some developers worry that its inclusion might delay the Pectra upgrade by 1-2 months. Developers are considering starting the deployment of EIP 7742 early to avoid further delays.

Testing Progress and Pectra Devnet 4 Launch: Barnabas Busa, Ethereum Foundation Development Operations Engineer, noted that Devnet 3 had unresolved block proposal issues in the Grandine client. Developers aim to resolve these issues before launching Pectra Devnet 4 by October 18, with several client teams already ready for testing.

Blob Capacity Increase: Francis Li, a developer from Base, suggested increasing the blob gas target to 5 and the maximum to 8 to improve blob transaction capacity. This increase is expected to pave the way for future upgrades like PeerDAS, enhancing the network's scalability.

PeerDAS Specification Changes: Developers discussed rebuilding the PeerDAS specification on top of the Pectra upgrade, with support from key client teams like Lighthouse, Nimbus, and Teku. This integration will enable PeerDAS to fully utilize the Pectra upgrade's capabilities.

Client-Side Adjustments: Developers are also working on implementing a new engine API specification to help users who propose blocks locally to include blob transactions, further enhancing the network's capability.

Timeline and Upcoming Events:

Developers are aiming to release Pectra Devnet 4 by October 18, but with the additional work required for EIP 7742, the full Pectra upgrade may see a delay. The team plans to skip the ACDC call on November 14 due to the Devcon conference in Bangkok.

This upgrade is crucial in addressing Ethereum's scalability challenges, and while developers are pushing forward with significant changes, the need for thorough testing and careful integration may shift the timeline.
