Howells, however, remains resolute in his belief that the hard drive is buried beneath the hills. He claims to have narrowed down the search area to a specific location based on the memories of the day he disposed of it.
"The owner has visited the site many times," the landfill worker added. "If it's here, it's under one of those two hills. He's adamant, but no one can know for sure if it's here. Some of the stuff that arrives is sent off to incinerators."
Despite the formidable odds stacked against him, Howells refuses to give up hope. He has even threatened legal action against the council if they continue to block his excavation plans.
"Unfortunately, at present, it doesn't appear that they want to be cooperative and work together," Howells told MailOnline. "Some experts believe that by the end of the year the price will rise to $25,000 per coin. That would make my hard drive worth £1.5 billion. The council may be happy to leave that in a landfill, but I'm not."
The tug-of-war between Howells and the council has captured the attention of the nation. Some sympathize with Howells' plight, believing that he deserves a chance to recover his lost fortune. Others question the practicality and safety of excavating a landfill, arguing that the potential risks outweigh the potential rewards.
