The Celebi emblem is the reward for completing the Tale of Adventure Themed Collection Mission. This is one of the four Secret Missions introduced in the Mythical Island expansion, and like all Secret Missions it's invisible until you complete it.

To complete the Tale of Adventure Themed Collection Mission, you need to collect four cards from the Mythical Island expansion: Mythical Slab (65/68), the two-diamond Budding Expeditioner (66/68), the rainbow-border two-star Mew ex (83/68), and the immersive three-star Celebi ex (85/68).

If you checked your collection to confirm that you have all the requisite cards to complete the Tale of Adventure Themed Collection but don't have the Celebi emblem, check again: each card must be the exact print listed above.

If you lucked out and pulled a gold crown-rarity Mew ex (86/68), congratulations, but that won't count to complete the Themed Collection. Neither will the full-art Budding Expeditioner (80/68), four-diamond Mew ex (32/68), or four-diamond Celebi ex (3/68).
